Program Overview
Since 1992, the City of Upper Arlington has utilized its Trash Sticker Program as part of its commitment to developing innovative ways to reduce the waste stream. While maintaining recycling collection services at no additional charge, residents are encouraged to improve their recycling habits and maintain control of their refuse removal costs.

Annual Service Fee
All households are charged an annual service fee of $30, payable in advance each spring. This fee applies to every household – including single family homes, apartments and condominiums. The annual service fee runs April 1 through March 31 each year. The annual service fee has been established to spread the costs for providing all components of Solid Waste to the community more evenly across the community.

Optional "at-the-door" Premium Service
Households wishing to have "at-the-door" refuse collection can choose Premium Service on their annual invoice for an additional $150, bringing their total annual bill to $180. These households must still bring recycling to the curb on the regular collection day, and yard waste to the curb on Fridays. To guarantee Premium Service, residents must remit their payment in full by the due date posted on their invoice.

Service Delivery Exceptions
Some condominiums, apartment complexes and other households have unique circumstances that require a slightly different approach in Solid Waste service delivery, due to access issues or other unique circumstances. In establishing the new program, the City has worked to identify and work with these property owners to determine the best way to provide Solid Waste service.

The City also recognizes some residents are physically unable to bring their refuse and recycling materials to the curb. The City is happy to collect refuse and recycling "at-the-door" at no additional charge for these residents, but must limit this special service to those whose mobility is medically and/or physically impaired. A Medical Exemption Form must be completed annually by residents, with signed verification of their medical condition by their physician.

Solid Waste Stickers
By implementing the annual service fee and an additional charge for Premium Service, the City has reduced the cost of each sticker to $2.40. As before, Solid Waste stickers must be used for both refuse and yard waste, with no additional charge implemented for recycling.

Stickers may be purchased at the following locations:
• CVS Pharmacy at Five Points, and Henderson Road
• Finance Department, Municipal Services Center, 3600 Tremont Road (make checks payable to the City of Upper Arlington)
• GetGo Gas Station at Five Points
• Huffman’s Market, Tremont Center
• Giant Eagles Stores at 5th Avenue, Kingsdale Center, and Sawmill Road
• Kroger Stores at Bethel Road, Chambers Road and Henderson Road
• Marc's on Henderson Road
• Whole Foods, Shops at Lane Avenue

Refuse Collection
The City of Upper Arlington is divided into four zones for the collection of household refuse and recycling. Collection days are determined by the location of your home:
• Mondays – areas south of Canterbury Road/west of Tremont Road and all areas south of Lane Avenue
• Tuesdays – all areas north of Canterbury Road, south of Fishinger Road and west of Tremont Road
• Wednesdays – all areas north of Lane Avenue and east of Tremont Road/Reed Road
• Thursdays – all areas north of Fishinger Road and west of Reed Road

The following City Holidays delay collection by one day and yard waste is not be collected. Service resumes its normal schedule the following week: New Year’s Day; Martin Luther King, Jr. Day; Presidents’ Day; Memorial Day; Independence Day; Labor Day; Veterans Day; Thanksgiving Day; Christmas Day.

Household Refuse Guidelines
The following are guidelines for collection of household refuse on your designated collection days:
• Place all refuse in plastic bags, refuse cans or tied into bundles.
• Containers cannot exceed 50 pounds in weight and 35 gallons in capacity.
• Bundles cannot exceed five feet in length or 50 pounds in weight.
• Make sure all containers are accessible for collection by 7 a.m. on the day they are scheduled for pick up.
• Each container or bundle requires one Solid Waste Sticker to be eligible for pick up.

Yard Waste Collection
Yard waste is collected each Friday from curbside except weeks that contain a City Holiday. Please refer to the following guidelines for yard waste collection:
• Place yard waste in approved biodegradable yard waste bags, bundles or refuse cans. No plastic bags are accepted. Yard waste mixed with refuse is not accepted.
• Containers should not exceed 50 pounds in weight or 35 gallons in capacity.
• Place containers at the curb by 7 a.m. on Fridays.
• Bundles cannot exceed five feet in length or 50 pounds in weight and should be tied with biodegradable string.
• Each bundle/container requires one Solid Waste Sticker for collection.

Christmas Tree Collection
At the start of each year, live Christmas trees are collected as part of the Friday Yard Waste Collection. Please remove all decorations, and place trees at the curb with one Solid Waste Sticker affixed (do not place trees in bags). At the conclusion of this service, trees must be cut into bundles per regular yard waste collection guidelines. Christmas tree collection dates are publicized through the local papers.

Trees may also be dropped off free-of-charge at the Bill Holbrooks Yard Waste facility, at 4120 Roberts Road.

Regional Composting Facility
Residents may drop off acceptable yard wastes free-of-charge at the Solid Waste Authority of Central Ohio’s (SWACO) Bill Holbrook Regional Composting Facility located at 4120 Robert Road. The facility is closed on City holidays. Please call the Public Services Department, at 614-583-5350 to confirm hours (after-hours message includes yard waste hours).
