Peddling, Soliciting and Canvassing in Upper Arlington
The City of Upper Arlington has established guidelines and requirements for groups or individuals wishing to go door-to-door in the community for the purposes of selling items or services, or canvassing residents.
The guidelines are as follows:
- Upon registering with the City Manager, the applicant must pay a fee of $50, plus any additional costs related to processing the application, such as a background check.
- The City Manager has the authority to exempt an applicant from the background check based on information known to the City, such as prior history.
- Charitable groups, non-profit groups and religious organizations who solicit, must register and obtain a permit from the City, but there is no fee involved.
- Hours permitted are from 9 a.m. to 9 p.m.
- It is unlawful for any peddler, solicitor or canvasser to enter the premises of a residence that has a “No Peddlers, No Solicitors, No Canvassing, No Trespassing” (or similar language) notice posted.
- All issued permits expire 60 days from date of issuance.
Permits must be requested from the City Manager’s Office, 3600 Tremont Road. Issuance of a permit does not indicate an endorsement from the City.
The City has two decals available free-of-charge to residents, also available from the City Manager’s Office. One contains language to dissuade all unwanted visitors, the other is targeted to peddlers and solicitors only. Call 583-5040 for details.

Recycling Guidelines for Residents
The City of Upper Arlington’s solid waste contractor, Inland Service Corporation, provides a free recycling service on the same day as regular refuse collection, to encourage residents to improve their recycling habits. Recyclables should be separated by type (papers and containers) and placed into separate 35-gallon-and-under bins. Place bins next to the street before 7 a.m. on collection day.
When recycling paper items, residents are asked to take care that loose papers are either bundled, tied or secured by heavier items, to prevent them from blowing out of the bins and littering neighborhoods.
Automotive batteries may also be placed at the curb for recycling on collection day.

Periodically, the City has openings on Boards, Commissions and ad hoc task force groups that serve the community. Public service is voluntary, affording participants the opportunity to help shape their community in areas that interest them. The Upper Arlington City Council is preparing to undertake its 10-year review of the City Charter, and is seeking applicants interested in serving on the Charter Review Commission.
The City’s Charter forms the foundation upon which the City is governed. Applicants with experience in the following areas are preferred:
- Background in legislative or legal fields
- Previous experience working with Charters
- Former public officials who have interpreted legislation
- Some working knowledge and understanding of municipal law
Public service of this nature is voluntary.

Reed Road Park Impacted by Fire Station Construction
The City of Upper Arlington wishes to notify residents the shelter, restrooms and playground at Reed Road Park will be inaccessible by vehicle for an undetermined amount of time due to construction starting the week of October 27 on the storm water portion of the construction project for the Reed Road Fire Station.
A portion of the existing parking lot east of the shelter will also be inaccessible.
We apologize for any inconvenience and ask that residents please be patient throughout the construction process.

Free Leaf Collection Services Underway
The City is providing leaf collection services to residents free-of-charge through Friday, December 5, weather permitting. Please have leaves raked to the curb by 7 a.m. Monday, December 1 to be included in the final week’s collection.
Residents are asked to follow these guidelines when taking advantage of this program:
· Do not put leaves out for collection until one week prior to the start of the program.
· Place loose-raked leaves close to the edge of the street.
· Leaf piles should not exceed four feet in width and be no further than two feet behind the
curb.
· Do not place any rocks, sticks or other objects in leaf piles.
· Keep leaf piles away from sign posts, light poles, trees and mailboxes.
· Do not allow leaf piles to block storm sewers as this can increase the chance of flooding in
the event of heavy rain.
When the City’s leaf collection is not in effect, residents may places leaves in approved biodegradable bags or refuse cans as part of the City’s yard waste collection or may take advantage of free drop-off at SWACO’s Bill Holbrook Regional Composting Facility, at 4100 Roberts Road.

City Offices Closed - Veterans Day
City offices are closed Tuesday, November 11, in observance of the Veterans Day holiday. Refuse and recycling collection from Tuesday on will be delayed by one day for all areas of Upper Arlington, with no yard waste collection on Friday. Service resumes its normal schedule the following week.

2009 Natural Gas Aggregation Rate Established
The City of Upper Arlington has locked in a rate of $1.12 per hundred cubic foot (ccf) for its 2009 Natural Gas Aggregation Program, with Interstate Gas Supply (IGS) selected as its natural gas provider, effective with the January 1, 2009 billing cycle.
Residents currently enrolled in the City’s 2008 program, as well as residents receiving their natural gas from Columbia Gas who have not opted out in previous years, have been sent a letter from IGS announcing the terms of the City’s 2009 Gas Aggregation Program. These residents will automatically be enrolled in the program unless they opt out by Monday, November 10.
Residents who purchase natural gas from another provider or residents who did not receive an opt-out notice, and who want to join the program, can contact IGS directly at 1-800-280-4474 for details and enrollment options. Please specify that you wish to join the Upper Arlington Gas Aggregation Program.

Beggar's Night and Pumpkin Patrol
Beggar’s Night will take place in Upper Arlington neighborhoods on Friday, October 31, from 6 to 8 p.m.
To help ensure the safety of children, each year the Police Division coordinates Pumpkin Patrol. Marked City trucks with City employee volunteers patrol neighborhoods and are available to assist young children if they become lost, scared, hurt, or in other need of assistance, and to pass out candy. All trucks are equipped with two-way radios to alert appropriate emergency personnel.
Halloween “Treat Stations” will be set up at the three area Upper Arlington Fire Stations. McGruff the Crime Dog will be on hand to visit with kids during the following times:
• Fire Station 71, 2095 Arlington Avenue, from 6:15-6:30 p.m.
• Fire Station 72, 3861 Reed Road, from 6:45-7:00 p.m.
• Fire Station 73, 4737 Coach Road, from 7:15-7:30 p.m.

Political Signage Guidelines
During election season the City of Upper Arlington wishes to provide the following information regarding political yard signs:
• Upper Arlington City government is non-partisan. From time to time City Council may endorse specific ballot issues such as school or library issues, however City Council does not endorse political candidates.
• The City is in no position to regulate what language is put on a political sign, since this would infringe upon an individual’s freedom of speech. Please call the Ohio Elections Commission, at 466-3205, or visit www.elc.oh.gov to register your concern.
• The City can only regulate the size and location of political signs. Further, the City can only request that signs be removed from private property if they are in a state of deterioration. If you believe signs have been placed inappropriately in public spaces, or you are concerned about the physical condition of signs in a neighbor’s yard, please call the Code Compliance Division, at 583-5073.
• Political signs placed on private property are themselves private property. Theft charges will be filed against any individual found to be taking such signs.
• The City’s Police Division recommends residents place their name somewhere on their political signs for tracking purposes, so they can be returned to their rightful owner, if stolen and later recovered.
The City respectfully asks residents to be mindful of how such signage can impact the “aesthetics” of our neighborhoods. Upper Arlington is renowned for its beautiful landscaping, immaculate lawns and superior housing stock, and we all play a part in maintaining the look and feel of our community.

Indoor Sunday Swim Offered
The Upper Arlington Aquatics Division is offering its winter Sunday Swim at the Upper Arlington High School Natatorium, 1650 Ridgeview Road. The Sunday Swim meets every Sunday from 1-3 p.m. through May 17, 2009, except when the UA City Schools are not in session or the UA Swim Club hosts an age group meet.
Memberships are available for individuals (resident - $20, non-resident - $27) and households (resident - $35, non-resident - $42). For those individuals who do not have a membership, the guest fee is $2 for residents and $3 for non-residents. All senior citizens with a Golden Buckeye Card are admitted free.

Columbus Marathon Traffic Restrictions for Sunday, October 19
Due to the route of the Columbus Marathon, the City of Upper Arlington will be implementing traffic restrictions on several two-lane roads which will cause delays beginning at 7 a.m. on Sunday, October 19.
In order to facilitate orderly traffic flow and ensure pedestrian safety for the event the following “NO PARKING” restrictions and “Road Closures” will be implemented:
No Parking:
- Berkshire Road between North Star Road and Andover Road
- Andover Road between Berkshire Road and Stanford Road
- Stanford Road between Andover Road and Northwest Boulevard
- North Star Road between Northwest Boulevard and King Avenue
Complete Street Closures:
- North Star Road between Lane Avenue and King Avenue
- Berkshire Road between Andover Road and North Star Road
- Andover Road between Berkshire Road and Stanford Road
- Stanford Road between Andover Road and Northwest Boulevard
Traffic will be significantly disrupted during this race. Many residents will be unable to easily leave or return to their neighborhoods. The Upper Arlington Police Division encourages effected residents who need to travel on this day to park their cars outside of the perimeter of the race course prior to 7 a.m. on October 19.

• Supply your child with either light colored clothing or a flashlight.
• Check your child's Halloween candy before he/she eats any. If you think anything has been tampered with, notify Police
• Quiz your child on all the safety rules before he/she leaves the house.

City of Upper Arlington Seeks Applicants to Serve on Board of Zoning and Planning
Periodically, the City has openings on Boards and Commissions that serve the community. Public service is voluntary, affording participants the opportunity to help shape their community in areas that interest them. Upper Arlington City Council invites interested residents to donate their time and expertise to the community by serving on a City Board or Commission, with applications currently being accepted for the Board of Zoning and Planning (BZAP).
BZAP meets the first (work session) and third (regular meeting) Mondays of each month to hear and decide on conditional uses, special exceptions and interpretation of the City’s zoning map. BZAP grants conditional permits, non-conforming uses, temporary structures and uses, and interprets the City’s zoning ordinance and map. BZAP also hears and decides appeals and grants variances.
Applicants with experience in construction, land use or preservation are preferred. The deadline to apply is Friday, October 24, 2008.

Last Weeks for Farmer's Market
The Upper Arlington Farmer’s Market is open for business every Wednesday from 4 p.m. to 6 p.m. through October 29 at the Mallway on Arlington Avenue. The Market is a popular fixture in the community, providing a convenient means to peruse and purchase in-season farm-fresh produce, while supporting local Ohio farmers.
Some current seasonal offerings include broccoli, cabbage, peas, pumpkins, strawberries and raspberries.
The Upper Arlington Farmer’s Market is made possible by a partnership between the City and the Pearl Alley Growers Association, a non-profit certified farmer’s market. All members are local farmers and can only sell products that they grow or bake themselves.

Solid Waste Initiative Removed from November 4 Ballot
The Ohio Supreme Court recently ruled in favor of the City of Upper Arlington and has ordered that Issue 52, the solid waste initiative, be removed from the November 4 ballot. The Ohio Supreme Court ruled 6-0 on this issue because it believes that the issue constituted an administrative action and is not the proper subject of initiative or referendum.
“We are pleased with the Ohio Supreme Court’s decision,” said Virginia Barney, city manager of Upper Arlington. “In addition to the millions of dollars the City and its residents would have incurred by returning to the previous method of solid waste delivery, Issue 52 would have set a bad precedent for how all cities across Ohio conduct their business.”
With Issue 52 off the ballot, residents will continue to enjoy Upper Arlington’s “pay-as-you-throw” program that has proven to be successful and allows citizens to maintain a level of control over their solid waste expenditures and engage in good environmental stewardship through recycling. The City will continue to monitor its solid waste services to ensure that it meets the needs of residents, both from a service delivery and cost benefit standpoint.
“I want to thank the residents of Upper Arlington for their patience and support while our community has been dealing with this issues,” said Barney. “The City looks forward to refocusing its resources and efforts on many of the positive things happening in our community including the City’s recent AAA financial ratings, the redevelopment of Kingsdale shopping center and plans for the Sunny 95 Park.”

Race for Hope 5K Traffic Restrictions for Sunday, October 12
Due to the route of the Race for Hope 5K, the City of Upper Arlington will be implementing traffic restrictions on several two-lane roads which will cause delays beginning at 8 a.m. on Sunday, October 12.
In order to facilitate orderly traffic flow and ensure pedestrian safety for the event the following “NO PARKING” restrictions and “Road Closures” will be in place:
- Zollinger Road: between Brandon Road and Halstead Road there will be no parking from 8 a.m. to 1 p.m.
- Zollinger Road will be reduced to one lane in each direction between Mt. Holyoke Road and North Star Road.
- Mount Holyoke Road will be temporarily closed between Zollinger Road and Westminster Drive.
- Ridgeview Road will be temporarily closed between Mount Holyoke Road and North Star Road.
- Northam Road will be temporarily closed between Mount Holyoke Road and North Star Road.
- Westminster Drive will be temporarily closed between Mount Holyoke Road and North Star Road.
- Vassar Place will be temporarily closed between Westminster Drive and Montcalm Road.
- Montcalm Road will be temporarily closed.
- Wellesley Drive will be temporarily closed between Westminster Drive and Zollinger Road.

Self-Guided Tree Treks Available for Three Upper Arlington Parks
As the leaves begin to change this fall, be sure to take a walk through one of the City’s parks to observe the foliage while learning about the variety of trees to be found, courtesy of our Tree Trek brochures.
Tree Trek brochures are available for Thompson Park, Northam Park and Fancyburg Park, providing an easy means to identify and learn more about the 50-plus species of trees to be found in each park. The trees are numbered in the brochures, with tags placed on low branches of the corresponding trees wherever possible.
Brochures are available free-of-charge at the Lane Road Public Library, the Main Library at Northam Park, the Fancyburg Park kiosk and the Municipal Services Center. As an added convenience, the brochures can be downloaded from the City’s Web site, at www.ua-ohio.net (under the Parks, Recreation & Leisure section).
