Upper Arlington Winter Festival and Community Tree Lighting Ceremony
Join the City of Upper Arlington on Friday, December 5 from
5:30-8:30 p.m. at Mallway Park on Arlington Avenue for a festive evening to celebrate the start of the holiday season.
Kurt Ludlow, WBNS 10-TV Anchor, emcees the evening’s events. Taking center stage at Winter Festival is the lighting of the community’s holiday tree. Mayor Don Leach lights the community’s holiday tree at 7:30 p.m. Musical entertainment for the ceremony includes caroling by Windermere School fourth graders directed by Dulcy Delcamp, the ConBrio Children’s Choir directed by Emily Gil and the UA High School Vocal Ensemble, directed by Eric Kauffman.
Activity highlights include horse drawn carriage rides along luminary-lit routes, visits with Santa Claus, ice sculpting demonstrations, children’s activities and bonfires for making s’mores. Stores will be offering special discounts, assorted refreshments and holiday fare during this festive evening.
The Winter Festival continues on Saturday, December 6 at Brunch with Santa hosted by Moretti’s in Tremont Center. Santa visits with families as they enjoy a delicious brunch. Two brunch offerings are available from 9-10:30 a.m. or 11 a.m.-12:30 p.m. Tickets are available for purchase, in person, only at the Moretti’s carry-out counter. Adult tickets are $13.95 and children’s tickets are $6.95. Children under two years of age are free.
This event is presented by the Mallway Merchants, the Winter Festival Committee and the City of Upper Arlington Parks & Recreation Department.
In the event of inclement weather, call the Parks & Recreation hotline at 583-5345 after 2 p.m. the day of the event. There is no rain date.

Upper Arlington Snow Removal Services
The City of Upper Arlington provides one of the best snow removal services in Central Ohio, with the aim of returning normal driving conditions to all City streets within 24 hours of the end of a snowstorm. Priority is placed in the following order:
• Arterial Streets – the City’s main thoroughfares. They will continue to receive priority treatment while a storm continues.
• Collector Streets – these consist of the next level of streets that carry a lot of traffic to the main streets. Collector streets will be plowed and salted as soon as arterial streets have been completed.
• Residential Streets – all remaining streets within the City. Plowing will take place when snowfall exceeds three inches.

City of Upper Arlington Accepting Holiday Food Donations for Mid Ohio Food Bank
This holiday season, the City of Upper Arlington’s Parks & Recreation Department is sponsoring a city-wide food drive from December 3 to 17 to assist the Mid Ohio Food Bank. This year, more than ever, the Mid Ohio Food Bank needs your help as food requests have increased 14 percent in the last year.
In the spirit of giving, join us in our efforts to help the hungry by making a food or monetary donation. Drop-off locations are available at:
• Municipal Services Center, 3600 Tremont Road from 8 a.m.-5 p.m., Monday-Friday
• Upper Arlington Senior Center, 1945 Ridgeview Road from 8 a.m.-5 p.m.,
Monday-Friday
• Public Services Center, 4100 Roberts Road from 7:30 a.m.-4 p.m., Monday-Friday
• Monetary donations in the form of cash or checks made payable to the Mid Ohio Food Bank can only be accepted at the Municipal Services Center Parks & Recreation Department counter.

City Offices Closed for Thanksgiving Day
City offices will be closed Thursday, November 27, 2008, in observance of Thanksgiving Day. Upper Arlington households that normally have refuse collection on Thursdays will receive service on Friday. Yard waste will not be collected.
Service will resume its normal schedule the following week.

Free Leaf Collection Services Conclude Friday, December 5
The City is providing leaf collection services to residents free-of-charge through Friday, December 5, weather permitting. Please have leaves raked to the curb by 7 a.m. Monday, December 1 to ensure inclusion in the final week’s collection.
Residents are asked to follow these guidelines when taking advantage of this program:
· Place loose-raked leaves close to the edge of the street.
· Leaf piles should not exceed four feet in width and be no further than two feet behind the
curb.
· Do not place any rocks, sticks or other objects in leaf piles.
· Keep leaf piles away from sign posts, light poles, trees and mailboxes.
· Do not allow leaf piles to block storm sewers as this can increase the chance of flooding in
the event of heavy rain.
When the City’s leaf collection is not in effect, residents may places leaves in approved biodegradable bags or refuse cans as part of the City’s yard waste collection or may take advantage of free drop-off at SWACO’s Bill Holbrook Regional Composting Facility, at 4100 Roberts Road.

City Currently Accepting 2008 Community Awards Nominations
Each year at the Upper Arlington State of the City Address, a series of Community Awards are presented to individuals and groups who have made a significant contribution to our quality of life during the past year. This 2009 Address, scheduled for Tuesday, January 20 will again continue this tradition.
The 2008 Community Awards will be presented in the following categories:
Business of the Year – This award recognized an Upper Arlington business that is actively involved in the community through support and participation in community service projects, providing financial or in-kind support for various causes or events, or bringing other significant benefits to the community through its presence in Upper Arlington.
Community Enrichment – The Community Enrichment Award is presented to an individual or group that has spearheaded or is actively involved in a project or program that enhances the City’s quality of life. Such programs can be in a variety of areas, including the arts, education, recreation, cultural diversity and enhancement of the natural environment.
Community Safety – The Community Safety Award is presented to an individual or group actively involved in programming to raise awareness of or improve the overall health and safety of members of the community, or for a significant one-time act to help others in the community during their moment of need.
Super Senior – Our Super Senior is an individual who continues to be actively involved in his/her community through volunteer service, taking a leadership or participatory role in community programs, and setting a shining example for other seniors to follow.
Youth Award - Presented to a youth individual or group actively involved in volunteer service, or the participation in and development of community programs to benefit others, and setting an example to other members of Upper Arlington’s youth.

Children who deliver their letters to Santa via his special UA mailbox receive a reply from Santa directly from the North Pole. To guarantee delivery include the child’s full name, complete address with zip code and an unattached stamp.

Indoor Sunday Swim Offered
The Upper Arlington Aquatics Division is offering its winter Sunday Swim at the Upper Arlington High School Natatorium, 1650 Ridgeview Road. The Sunday Swim meets every Sunday from 1-3 p.m. through May 17, 2009, except when the UA City Schools are not in session or the UA Swim Club hosts an age group meet.
Memberships are available for individuals (resident - $20, non-resident - $27) and households (resident - $35, non-resident - $42). For those individuals who do not have a membership, the guest fee is $2 for residents and $3 for non-residents. All senior citizens with a Golden Buckeye Card are admitted free.

City of Upper Arlington Seeks Applicants to Serve on Charter Review Commission
Periodically, the City has openings on Boards, Commissions and ad hoc task force groups that serve the community. Public service is voluntary, affording participants the opportunity to help shape their community in areas that interest them. The Upper Arlington City Council is preparing to undertake its 10-year review of the City Charter, and is seeking applicants interested in serving on the Charter Review Commission.
The City’s Charter forms the foundation upon which the City is governed. Applicants with experience in the following areas are preferred:
- Background in legislative or legal fields
- Previous experience working with Charters
- Former public officials who have interpreted legislation
- Some working knowledge and understanding of municipal law
Public service of this nature is voluntary.

Proposed Historic Preservation Legislation Returns to City Council
Proposed Historic Preservation legislation is scheduled to go before City Council on Monday, November 24 for a Third Reading, Public Hearing, Council Action. The meeting begins at 7:30 p.m. at the Municipal Services Center, 3600 Tremont Road.
Proposed legislation relative to the preservation of historically significant homes in the community’s historic district located south of Lane Avenue was under Council review at the close of 2007. At that time, the proposed legislation was postponed to allow for further review by the Historic Preservation Task Force, comprised of interested residents on both sides of the issue.
Following several meetings in 2008, the Task Force developed recommendations it believes appropriately address the issue. A proposed ordinance that incorporates these recommendations was approved by the Board of Zoning and Planning in October, and is now ready for Council consideration.
Since this is a revision of the previous legislation considered by Council in 2007 and has been subject to a lengthy review process in 2008, the proposed ordinance will be on the City Council Meeting Agenda for its final reading and Council Action. Please note, this is a change in the three reading hearing schedule originally publicized.
