Board of Zoning and Planning (BZAP)

The Board of Zoning and Planning (BZAP) consists of a seven member volunteer commission of Upper Arlington residents who are appointed by City Council to serve four-year terms.  The Board reviews all planning and zoning related applications, including: variances, conditional uses, signage plans, subdivisions, site plans and development plans.  The Board also makes recommendations to City Council pertaining to rezoning and changes to the Unified Development Ordinance (UDO/zoning code).  BZAP has much authority in regards to the City's built and planned environment.

BZAP typically meets on the first and third Mondays of the month at 6:30 PM in Council Chambers of the Municipal Services Center at 3600 Tremont Road.  The first Monday meeting is for an informal Work Session, where commercial projects are typically discussed.  The third Monday meeting is the formal meeting where votes are taken on all items on the month's agenda.

Variance Process

Should your improvement project not meet the City's zoning standards, a variance may be required.  A variance is a granting of relief from the Unified Development Ordinance (UDO) standards, and can only be authorized by the Board of Zoning and Planning (BZAP).  In order for a variance to be granted, BZAP must find that practical difficulties unique to the property exist that prevent full compliance with the zoning requirement.
