The business community is a key component in what makes Upper Arlington a unique place to live, work, and play. Without the support and partnership of the business community many of the fundamental hallmarks that define our community would disappear. Therefore, it is our goal to provide unparalleled service to the business community.

Business Assistance and Incentives

There are four main economic development programs that can be made available to organizations seeking to bring commercial growth to Upper Arlington:

  1. Tax Increment Financing
    • TIF's allow future property tax revenue generated from increased assessed real property values to be utilized to make public improvements that benefit the properties within the district. A significant advantage is the ability of the City to borrow for these improvements by leveraging tax collections. If your company is interesting in investing in a new development/redevelopment project within the City then you may qualify to receive a TIF.
  2. Community Reinvestment Area
    • CRA provides real property tax abatement to the owner of the commercial property. The term and percentage of tax abatement is based on project investment, the number of jobs created/retained, and annual income tax revenue generated for the City
  3. Enterprise Zone Area Program
    • EZ provides real property tax abatement on the increased appraised value of new or expanding facilities. The term and percentage of tax abatement is based on project investment, the number of jobs created/retained, and annual income tax for the City. The program encompasses the entire City.
  4. Direct Financial Support
    • Forgivable Loan Program - Provides forgivable loans to new and expanding businesses that demonstrate a commitment to locate and expand within Upper Arlington, improve real property and/or create new jobs with increased income tax revenues for the City. The term and value of the loan/grant is based on total annual income tax, project investment, and the number of jobs created/retained for the City.
