Finance DepartmentIntroduction | Budgets | CAFR | PAFRThe Finance Department is responsible for maintaining a fiscally sound government that conforms to generally accepted accounting, legal and management principles. Comprehensive Annual Financial Report (CAFR) Annually, the Finance Department prepares a Comprehensive Annual Financial Report (CAFR) that details the City’s budget, internal financing controls and treasury management. The City’s finance department has been recognized nationally since 1987 by receiving the annual Certificate of Achievement for Excellence in Financial Reporting in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management. The Comprehensive Annual Financial Report has meet the high standards of demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story. Popular Annual Financial Report (PAFR) The Department produced the 2007 Popular Annual Financial Report (PAFR), distributed to all Upper Arlington households. This publication has been designed to provide residents with a user-friendly snapshot of the City's revenues and expenditures, capital reinvestments and more. Budget Documents Biannually, the Finance Department prepares the Municipal Services Program of Services Budget that details the City’s budget by fund, department, operating and capital. The City’s finance department has been recognized nationally since 1991 by receiving a biennium Distinguished Budget Presentation Award from the Government Finance Officer’s Association. A governmental unit must publish a document that meets program criteria as a policy document, as an operations guide, as a financial plan and as a communications medium. Some of the Finance Department activities are: cash management, accounts receivable, accounts payable, payroll, purchasing, Stormwater and Neighborhood Lighting billing, and income tax compliance.
