The duties, powers, limitations and procedures of such Board of Zoning and Planning may be prescribed by ordinance, and in the absence of such ordinance it shall perform the duties and exercise the powers conferred upon the City Zoning and Planning commissions by general laws of the state not in conflict with this Charter. The Council may exercise all powers relative to zoning and planning in the City and surrounding areas vested by law in municipalities. |
